Meteo-France said red heatwave vigilance for Sunday 21 June would cover 35 departments from Loire-Atlantique and Nouvelle-Aquitaine to the Paris region and western Burgundy from noon. It said orange heatwave vigilance was extended to 45 departments, with maximum temperatures of 35C to 39C across much of the affected area and 40C or 41C possible in Nouvelle-Aquitaine, Midi-Pyrenees, Centre-Val de Loire, Auvergne and Burgundy.
The red alert is the useful starting point because it translates weather into decisions. AP reported that France restricted public alcohol consumption and some outdoor sports as the heatwave affected much of the country and parts of Europe. Reuters, carried by Internazionale, reported that the prime minister's office said prefects would issue decrees banning alcohol consumption in public spaces in departments under red alert during Fete de la Musique.

The table shows the adaptation problem in miniature. Heat warnings alone do not keep people safe; they have to become restrictions, staffing decisions, water access and communication that work during crowded, mobile events. Alcohol bans are a blunt instrument, but the logic is not moralising. Alcohol can worsen dehydration, crowd management and emergency response in heat.
