The designation is important because it shifts pressure from battlefield diplomacy to the commercial infrastructure around minerals. Treasury alleged that Gasabo Gold acted as a key partner to Rwandan government officials and M23 rebels in sourcing and transporting gold out of eastern DRC. It said that in early 2026 at least 60kg of gold, worth millions of dollars, moved from eastern DRC to Gasabo Gold through the alleged scheme.
Those are US government allegations attached to a sanctions action, not a court finding. But OFAC's listing has immediate legal force for US persons: blocked property must be reported, transactions involving sanctioned parties are generally prohibited unless authorised, and entities majority-owned by blocked persons are also blocked under the agency's rules.
OFAC's 25 June update added Gasabo Gold Refinery, Jean Malic Kalima Karekezi, Bosco Kayobotsi and several Rwandan mining companies to the Specially Designated Nationals list under the DRC sanctions programme. Treasury said Gasabo Gold was designated under Executive Order 13413, as amended, for materially assisting or supporting M23 and for support linked to the illicit trade in DRC natural resources. The EU sanctions tracker also lists Gasabo Gold under the European Union's DRC sanctions regime, following an earlier designation.
The list also shows how Washington is trying to define a network rather than a single actor. OFAC identified Kalima as linked to Gasabo Gold and listed Bugambira Mines, Wolfram Mining and Processing, and Rwinkwavu Mining Corporation as entities connected to him. That architecture matters because sanctions aimed only at a refinery can be evaded if associated companies, managers or trading partners remain commercially usable.
The regional stakes are larger than one refinery. Treasury said minerals from conflict-affected areas can benefit armed groups through sales and illegal taxation schemes, often with corrupt officials. It also alleged that Rwanda Defence Force soldiers and M23 rebels oversaw transport from M23-held areas to Rwanda before gold reached the Kigali refinery. Rwanda has previously rejected accusations that it backs M23, and any draft of the conflict that treats the Treasury account as the only voice would flatten a contested diplomatic dispute.
